#1 Deal Flow: Does Hawaii have adequate deal flow to justify sustained venture capital investment?

#2 Hawaii Market Returns: Can venture capital investments in Hawaii companies yield returns comparable to
market returns achieved from VC investments in mainland companies?

#3 Mainland Investment in Hawaii: Do mainland investment firms have the ability, interest and commitment to
invest in Hawaii companies?

#4 Tax Incentives: Has Act 221 promoted or impeded the growth of venture capital deal flow and invesment in Hawaii?

#5 Market Forces: Market forces are always rational and should not be interfered with. If Hawaii has any good
deals to invest in, the money from the mainland will come. Does this mean that there is no need for local venture
capital funds in Hawaii?

#6 Comparative Advantage: Will Hawaii’s innovation/tech sector ever get off the ground and develop sufficient
critical mass to matter?
